Marketing and Relations Manager
ABOUT THE ROLE
The Marketing and Relations Manager grows and protects Breakthrough Behavioral's two most important relationships: the clients who contract for our clinicians and the clinicians who choose to work through us. This role owns brand, marketing and business development for a Texas behavioral health staffing agency, manages day-to-day relationships with school districts, LMHAs, MCOs and client facilities, and partners with HR on recruitment marketing for QMHPs, LPC-Associates, LPCs and LPHAs. All external messaging must be accurate about clinician credentials and compliant with HIPAA marketing restrictions.KEY RESPONSIBILITIES
Client and Partner Relations (approx. 25%)- Serve as primary relationship owner for client facilities, school districts, LMHAs, MCOs and partner programs that contract for Breakthrough-placed clinicians.
- Conduct structured account check-ins, capture service feedback and escalate staffing or quality concerns to the Clinical Compliance Director.
- Coordinate proposals, capability statements and responses to district or agency solicitations.
- Own the annual marketing plan, budget and calendar; report monthly on lead volume, pipeline and cost per placement.
- Maintain brand standards across website, collateral, social channels and presentations.
- Manage agency, print and digital vendors within approved budget.
- Partner with HR to build sourcing campaigns for QMHPs, LPC-Associates, LPCs and LPHAs; maintain accurate credential language in all postings.
- Represent Breakthrough at university career fairs, licensing-board events and professional association meetings.
- Track applicant source data and recommend channel spend adjustments.
- Develop referral relationships with community mental health providers, hospitals, schools and faith- and community-based organizations.
- Plan and execute community events, sponsorships and speaking opportunities.
- Maintain the CRM and referral-partner database; report on referral trends quarterly.
- Produce website, email, social and print content; ensure no protected health information is used in marketing without a valid HIPAA authorization.
- Ensure advertising of licensed clinicians and services complies with Texas BHEC rules and does not misstate credentials.
- Coordinate marketing-vendor agreements with HR/Compliance where vendors may access PHI.
REQUIRED QUALIFICATIONS
- Bachelor's degree in Marketing, Communications, Business, Public Health or related field.
- 4+ years in marketing, business development or account management, including 2+ years in healthcare, behavioral health, education or staffing.
- Proficiency with CRM administration, Google Workspace, Canva or Adobe Creative Suite, social media management, email marketing platforms and a basic web CMS.
- Working knowledge of HIPAA marketing restrictions and the Texas behavioral health service landscape.
- Valid Texas driver's license, reliable transportation and ability to travel regionally (approx. 25%).
- Must pass an FCRA-compliant background check.
PREFERRED QUALIFICATIONS
- Master's degree (MBA, MPH or Communications).
- Experience selling into school districts, LMHAs or Medicaid MCOs in Texas.
- HubSpot or Salesforce; SEO/SEM; Google Analytics 4.
- Familiarity with 26 TAC Chapter 301 provider types and Texas BHEC licensing categories.

WORKING CONDITIONS
Hybrid office and field role. Regular travel to client, partner and community sites across the greater Houston region (approx. 25%); occasional evening or weekend events. Prolonged periods of computer work; ability to lift and transport event materials up to 25 lbs.
