Roles and Responsibilities

  • Provide mental health rehabilitative and case management support services to clients under the direct clinical supervision of a QMHP-CS or LPHA.
  • Assist clients in developing coping, daily living, and community integration skills identified in the individualized service plan.
  • Support implementation of service plans developed by supervising clinical staff and document service delivery and client progress.
  • Accompany and support clients at appointments, court hearings, and community activities as directed by the supervising clinician.
  • Maintain accurate, timely documentation in accordance with Medicaid, state, and agency documentation standards.
  • Participate in required clinical supervision sessions and team meetings.
  • Communicate observations, changes in client status, and concerns to the supervising QMHP-CS/LPHA promptly.
  • Assist in connecting clients and families to community resources under clinical direction.
  • Maintain professional, courteous conduct consistent with agency standards at all times.

Compliance Requirements

  • Must hold an active CSSP credential verified as meeting the criteria set out in 25 TAC §412.303 (Definitions) as of August 31, 2004. Per 1 TAC §353.1415(b), CSSP is a closed credential — no new CSSP credentials may be established after that date.
  • Credential must be verified and documented in the personnel file prior to service delivery, and re-verified through the agency's credentialing and re-credentialing process under 26 TAC §301.331(c).
  • Must successfully pass criminal background, CPS registry, and child abuse/neglect registry checks.
  • Must maintain current CPR/First Aid certification.
  • Must complete agency-required orientation and ongoing training as assigned by the supervising QMHP-CS/LPHA.

Minimum Qualifications

  • Must have met the qualifying criteria for CSSP status as of August 31, 2004, per 25 TAC §412.303 — this is a historical, grandfathered credential; no new individuals may be qualified into this credential today.
  • High school diploma or equivalent (to be confirmed against the individual's original 412.303 qualifying record during credential verification).
  • Prior documented experience providing supportive services to individuals with mental or behavioral health needs is preferred.

Knowledge, Skills, and Abilities (KSAs)

  • Active listening and clear, compassionate communication.
  • Basic understanding of mental and behavioral health conditions and rehabilitative service concepts.
  • Ability to follow a supervising clinician's direction and treatment/service plan accurately.
  • Solid documentation habits and attention to detail.
  • Patience, reliability, and sound judgment in client-facing situations.
  • Cultural competency and ability to build rapport with clients and families.
  • Ability to recognize and escalate crisis or safety concerns promptly.

Employment Classification

  • This position may be filled as a W-2 employee or as a 1099 independent contractor, depending on business need, scope of engagement, and degree of direction and control involved.
  • If engaged as a 1099 independent contractor, the individual must establish and maintain a formal business entity (DBA or LLC) with its own business EIN, and must submit all required credentialing documentation, prior to contract execution and service delivery.
  • Employment classification is determined by Breakthrough Behavioral in accordance with IRS common-law and Texas Workforce Commission standards, and is subject to periodic review.
  • This role functions under the direct clinical supervision of a QMHP-CS or LPHA; supervision terms should be structured consistently with the selected classification.
